The vents rely on wind to circulate the air in your attic. Wind Turbine vents are efficient. They are not pleasing to the eye as they sit about a foot and a half off of the roof and the moving parts are exposed to the elements. When it stops spinning your roof is not winning.
Gable Vents ventilate your roof without being on your roof. When the wind blows, the vents allow the air to flow out of the attic.
Both are ideal for venting the roof system. It all depends on the structure of your roof. You should never mix exhaust systems. Exhaust should be at the highest point of the roof. Intake should be at the lowest point.
